Outcomes Fund for the Regenerative Economy of Colombia as an Amazonian Country

The Amazon is the lung of the world and holds immense natural and cultural importance.

A region rich in biodiversity

Contains 10% of the world’s biodiversity1 and represents 2/3 of the planet’s tropical forests (1)

Mitigates climate change

Absorbs 10% of the global carbon1 and reduces greenhouse gas emissions to help regulate global temperature (3)

Preserves a great cultural reserve

Home to more than 350 indigenous groups1 that speak over 300 native languages (2)

Contributes resources to local communities

Provides food, clothing, traditional medicines, and sustenance to over 40 million people (4)

The subsistence of the Amazon is in danger

2.4 million hectares of jungle disappear every year(2)

Every minute, three soccer fields’ worth of territory is lost, increasing the temperature (2) and causing 143 new cases of malaria per day(3)

More than 10,000 species of flora & fauna are at high risk of extinction in the Amazon(4)

136,000 km of roads have been built, of which 16,900 cross indigenous territories, and 9,100 fragment protected areas(6)

40% of native languages are in danger of disappearing(5)

WHY COLOMBIA?

Most biodiverse country per km2

Hosts 10% of recognized species1

It’sthe country with the highest number of bird species (1) and the second highest in terms of plants, amphibian, and freshwater fish species (1).

Has a significant ethnic and cultural diversity

• Thereare 102 indigenous communities distributed across 27 departments(2)

• 14% of the population belongs to an ethnic group(3)

There is a political will to promote conservation

• Since 2019, Herencia Colombia has mobilized resources to finance conservation(2)

• Colombia will host COP 16 for biodiversity in 2024

• There is a broad political and social commitment to the conservation of the Amazon and creation of peace territories

Jaguara is a results-based financing mechanism that seeks to enhance Amazon conservation. It will begin with five privately–driven Impact Bonds (IB). The goal of these IBs is to implement and scale projects that leverage technology to promote conservation and enhance the development and well-being of Amazonian communities.

SYSTEMATIC AND HOLISTIC SOLUTIONS

Socioeconomic

Cultural

Enviromental

Jaguara aims to contribute to climate change mitigation through comprehensive solutions that have a positive impact on the Amazon and its communities. Recognizing the multidimensional nature of biodiversity challenges in the Amazon, the initiative understands that there is no single solution. Instead, it adopts an integrated approach that considers not only the conservation of the Amazon rainforest's biodiversity but also the various socioeconomic, cultural, and environmental factors at play.

PROBLEMS

1.Deforestation, climate change, and wildfires threaten the Amazon's "flying rivers"

2.Decrease in biodiversity of native trees in Amazonia

3.Natural and cultural heritage at risk from factors associated with tourism related sectors

4.Destruction of the jaguar’s natural habitat poses a threat to the species

5.Loss of indigenous ancestral knowledge, particularly regarding Amazon conservation

SOLUTIONS

1.IB for Amazon Flying Rivers

2.IB to conserve and restore the biodiversity of native forest species in the Amazon

3.IB for Sustainable tourism based on a comprehensive vision of the natural and cultural aspects

4.IB for jaguar conservation

5.IB to conserve ancestral knowledge through education
